Karachiites may live with loadshedding for long
KARACHI, Oct 20: Electricity tariff in Karachi is expected to go up soon and the Karachiites are likely to endure loadshedding for quite some time more as the capacity of the cash-strapped utility to pay for furnace oil has further depleted after the PSO announced yet another increase in the price of furnace oil.

The announcement of loadshedding and corresponding reduction in backup support from Wapda, which had until recently supplied up to 600mw to the utility, have created an impression among the general public that the two have combined to get their proposal for tariff increase proposal approved.

When the city is experiencing prolonged power breakdowns coupled with loadshedding, managing director of the KESC, Brig Syed Shahid Mukhtar Shah, has written to the secretary-general (finance), ministry of finance, seeking the government's help to steer the utility out of its financial crisis.

"The unprecedented increase in the price of furnace oil and rising cost of gas as well as power purchase from the IPPs has resulted in an acute cash shortfall for the last several months. The total monthly deficit of around Rs1.5 billion has now created a situation where the utility is unable even to pay for the cost of furnace oil, gas and payment to the IPPs," the MD wrote.

He pointed out that the utility had been defaulting on payment of power bills to Wapda for the past two years, and more than Rs10 billion had so far been accumulated on this account so far.

He said that "loadshedding of up to 250mw has already been started in the city w.e.f. 5th October, 2000, which has created a lot of resentment among the masses."

Pakistan gets tank parts from Ukraine

WASHINGTON: Pakistan has started receiving from a Ukrainian company components for its Al-Khalid Main Battle Tanks (MBT) being assembled in the country.

Malyshev plant, based in Kharkov in Ukraine, has begun shipping sets of engines and transmissions to Pakistan for the tanks, a Defense News report from Moscow said quoting a Ukrainian industry official. The plant has already assembled and shipped 15 sets to industrial complex at Taxila, which is integrating Pakistan`s indigenous Main Battle Tank, according to Mikhail Borisyuk, general designer at the Morozov machine building design bureau, which is a partner of Malyshev in the project.

Some 320 T-84 tanks have been manufactured by the Malyshev plant and shipped to Pakistan, Borisyuk said and added that Ukraine has offered to provide anti-aircraft guns also.

He said one way to expand this cooperation would be to further adapt Al-Khalid tank, which Pakistan is jointly developing with China for operations in hot and dusty environments. He said it will cost Pakistan "a lot of money and effort" to integrate Ukrainian engine and transmission sets with components developed by Chinese defence companies.

Case filed in US court against PTV MD
ISLAMABAD, Oct 20: The Norway-based Scandinavian Satellite System (SSS) has filed a case in a US court against PTV Managing Director Yousaf Baig, and London-based Prime TV for infringing a copyright agreement, it was learnt on Friday.

The company accused the PTV MD of working against the interests of Pakistan. It claimed that it held the exclusive license for PTV programmes outside Pakistan because of PTV's Licence Agreement with "Sports Star International" (SSI).

SSS has maintained that SSI, in which PTV Managing Director Yousaf Baig Mirza is believed to hold an interest, was granted exclusive licence by the PTV.

It said that since SSS is a copyright owner of PTV programming, the importation of PTV programming and distributing directly into USA by another company named Prime TV was infringing on the exclusive rights if the plaintiff company.

The plaintiff has requested the court to stop Prime TV from airing the programmes, declare the SSS as the owner of the copyright of PTV programming as per the contract, and award damages including lawyers's fees.
